Taiwan Tax Refund Eligibility: Check the Traveler, Store and Goods

Three conditions must all be met: the traveler must be eligible, the retailer must be an authorized tax refund store, and the purchase must consist of taxable goods that can be taken out of Taiwan.

Eligible documents include a non-Republic of China passport, an ROC passport without a national ID number, a travel document and an entry/exit permit. For most short-term tourists, the simplest rule is to use the passport presented on entry. Carrying the original at checkout is the safest option; do not assume a photo or photocopy will be accepted.

Look for the “Taiwan Tax Refund” sign at the entrance or checkout. A retailer that is not part of the refund system cannot process the claim, even if it issues a uniform invoice and the purchase exceeds NT$2,000. The airport cannot refund the business tax in that case.

How Much Is Taiwan’s Tax Refund? 5% Does Not Mean You Receive 5%

Taiwan’s business tax rate is 5%, but listed prices usually include tax, so you cannot simply multiply your purchase by 5%. The official calculation has two steps:

  1. Refund amount applied for = tax-inclusive invoice amount ÷ 1.05 × 0.05, rounded to the nearest integer.
  2. Net refund = refund amount applied for − a 20% administrative fee on that amount, then rounded to an integer as prescribed.

The amount you actually receive therefore works out to about 3.81% of the tax-inclusive purchase. The table below uses the official formula; the refund system’s approved amount is final.

If you spend only slightly more than NT$2,000, an extra airport queue may not be worthwhile for such a modest refund. When the store offers an on-site small-amount refund, there is no need to leave every step until departure day. For a large purchase, build possible inspection time into your airport plans, and do not bury the goods at the bottom of a checked suitcase.

How Do You Get the Tax Refund Form on the Day of Purchase?

Before paying, look for the tax refund sign and tell the sales assistant you want to claim a foreign traveler shopping tax refund. You will usually need:

  • The original passport or other eligible entry document used to enter Taiwan
  • Eligible goods purchased at the same store that day
  • A uniform invoice or electronic invoice certificate
  • The tax refund application form issued through the store’s system, or an approval form for an on-site small-amount refund

At a department store, purchases may be paid for at individual counters and then registered together at the customer service desk or tax refund counter. Other authorized stores may handle everything at the register. Before leaving, confirm that your name, the last four digits of your passport, the invoices and the goods all match. Keep the paperwork in your carry-on rather than packing it in luggage that will be checked.

Returns and exchanges must also be handled by the original store. If a return reduces your eligible same-day, same-store purchase below NT$2,000, the purchase loses its refund eligibility. If the refund has already been paid, the store will recalculate it through the system.

Which of the Three Tax Refund Methods Should You Choose?

For most travelers, either an on-site small-amount refund or an airport/seaport refund is enough. An authorized downtown refund pays out earlier, but it requires a credit-card preauthorization as a deposit, and you must still complete airport confirmation before departure.

Goods covered by a downtown refund must leave Taiwan within 90 days of purchase and within 20 days of the downtown refund application. The preauthorized deposit may be charged if you fail to complete system confirmation before departure, are selected for customs inspection but do not present the goods, or cancel the trip without settling the refund.

Airport Tax Refund Process: Claim First, Then Check Your Luggage

The official recommendation is for travelers claiming a refund to arrive at the airport or seaport 3 hours early. The critical order is simple: complete tax refund screening before checking your luggage.

  1. Take your passport, tax refund application form, invoices and goods to an electronic tax refund kiosk or service counter.
  2. Scan your passport and refund documents. The system will tell you whether the goods require customs inspection.
  3. If inspection is required, take the inspection slip printed by the kiosk, your entry document, refund form, invoices and physical goods to customs. Once the inspection is complete, return to the kiosk or counter to continue.
  4. Choose a payment method. For cash, take the approved tax refund form to the designated bank or cash counter. You can also request a refund to a VISA, Mastercard, JCB or UnionPay card, or choose a check.

You cannot skip the first step even if the system ultimately decides that no physical inspection is needed. If you check the goods first and are then selected for inspection, your claim may fail because you cannot present them. Liquids, skincare products and other items that must be checked should go back into the suitcase only after screening or customs inspection.

If you are departing from Taiwan Taoyuan International Airport and your tax-inclusive purchases not already covered by an on-site small-amount or downtown refund total NT$48,000 or less for the trip, you can process the refund at Airport MRT Taipei Main Station A1 on the day of departure. A1 still conducts inspection screening. If the system requires customs to see the goods, the inspection must still be completed at the airport, so do not attempt this on a tight schedule.

Which Purchases Are Not Eligible for a Tax Refund?

The refund applies to taxable goods that travelers can take out of Taiwan with them, not every expense paid in Taiwan.

  • Hotels, restaurant meals, transport, private charters, admission tickets, massages and other services
  • Goods from duty-free shops that are already exempt from business tax
  • Goods not personally carried out during this trip, including items shipped separately or left in Taiwan
  • Goods opened, used, eaten or partially consumed in Taiwan
  • Items that cannot be carried under aviation or maritime safety rules, or that do not meet cabin restrictions

Souvenirs, tea, snacks and skincare products are often mistakenly treated as items you can use before departure. If you plan to claim a refund, keep everything sealed and the quantities intact until you leave Taiwan. Then follow your airline’s and airport security rules to decide whether each item can be carried on or must be checked.

You have an invoice but no tax refund form. The store must submit the purchase to the foreign traveler tax refund system on the day of purchase. A standard invoice cannot replace the application form.

You combine purchases from different stores. The NT$2,000 minimum applies to the same store on the same day, not your total shopping spend over the entire trip.

You open the goods too early. Customs may ask to see the physical items. Used or consumed goods, or quantities that do not match the paperwork, may be excluded.

You check the luggage before finding the tax refund kiosk. At the airport, the system must first determine whether inspection is required.

You assume a downtown payout means you can go straight to the gate. An authorized downtown refund is an advance payment; airport or seaport confirmation is still required before departure.

You overlook the 90-day and 20-day deadlines. Goods must leave Taiwan within 90 days of purchase. A downtown refund adds a second deadline: departure within 20 days of applying.

Last-Day Shopping: How Should You Plan Your Airport Transfer?

If you plan to shop around Taipei Main Station, Xinyi District or a large department store on your final day, do not estimate your airport arrival using driving time alone. Allow extra time for the department store’s tax refund counter, the airport kiosk, possible customs inspection and cash collection. During public holidays or the evening rush, it is safer to finish shopping earlier than to leave the refund until the final hour before your flight.

When traveling with large suitcases, seniors or children, you can combine shopping-district pickup, a hotel luggage stop and the airport transfer into one Taipei private charter route. If you are leaving from central or southern Taiwan, see the transfer options for a Taichung private charter or Kaohsiung private charter based on where you are staying. A private charter saves the effort of changing transport with luggage, but it cannot shorten a customs inspection. Allowing 3 hours for departure formalities remains the safer plan.

One final check before you leave: keep your passport, invoices, refund forms and goods within reach. Complete refund screening first, check your luggage second, and only then proceed through security and immigration. In the right order, Taiwan’s shopping tax refund process is quite manageable.
